I think McChrystal came up with or at least fully supports the current ROE in Afghanistan I think those mandates came down from "on high". From my experience, watching countless operations under McChrystal's command, there was always an effort to safeguard civilians. But if our guys took fire, they used a kinetic strike (rockets, bombs.. etc) to destroy the source of fire. Our guys didn't mess around, and if the "Muj" decided to put his family at risk as "shields", that was their problem, not ours. We weren't going to risk casualties on our part to preserve the wife and children of some terrorist network leader. Hawk
