BTW ALL offshore drilling is defacto blocked for now.

Its all well and good to say shallow water wells aren't under a moratorium but they have to meet safety requirements that don't exist yet, so the effect is to shut them down too.

You'd think they could arrive at some decisions quickly and let things get going again .... its just like the Corps of Engineers delaying sand berm construction, the Coast Guard shutting down oil recovery barges, the refusal to lift the Jones Act .... everything the administration is doing seems designed to prolong the problem and make it worse.
