disband its Police Department and contract out its operations Several cities are suffering because the state came in and raided their coffers, promising to pay it back once the crisis is over (of course, this will never happen). The state took $1 million from El Segundo. The city council is also considering disbanding the fire department and contracting out to neighboring communities. That means it will take more time for help to arrive.
