Don't look for the Obama administration to appeal a lifting of drilling in the Gulf too strenuously. They want offshore drilling, they just don't want to be put in the position of overseeing another disaster until they're confident they know how BP screwed up. Like all politicians they have constituencies they need to impress with a dog and pony show appeal, but offshore drilling will continue but with the current best major oil company standards imposed on crappy operators - which is only right. That's why we have police - to give screw-ups and the misbehaved consequences to deal with. .
