I'll go back to the airplane analogy. When a jetliner crashes, do we ground every single jet of that series until the black box is recovered, an investigation is conducted, the cause determined, and all similar jets modified to prevent another similar crash? Of course not.

So in the face of all the known information via the congressional hearings, etc., do we really not have enough information about all the wrong moves BP made in drilling to move forward with new drilling at this point?
