Windows 7 tracks system boot times.

In Control Panel
Click System
Click Performance Information and Tools
Click Advanced Tools
Click View Performance details and Event Logs
Click Filter Current Log...

In Filter Current Log window, put check marks in all Event level boxes
Event Level: Critical, Error, Warning, Verbose, and Information

In Event Sources box, select (check mark) Diagnostics-Performance

Replace <All Event IDs> with 100
Click [OK] button and window will close

In Event 100, Diagnostics-Performance area, select Details Tab

Boot Time value is 1000 times the seconds taken

On my system, the value is 33122, or 33 plus 122/1000 seconds

Cheers, PW.

P.S. 32 Bit Windows 7, Asus P5Q-EM board, Intel 6550, 4GB RAM, VHD on 500GB WD Black.

P.P.S. Windows XP Pro, Dell Optiplex GX530, Intel P4, 512MB RAM, 500GB WD Blue, booting takes 27 seconds (determined by my wristwatch.)

P.P.P.S. Soluto's only suggestion was to disable Intel Graphics Keystroke monitoring because most people never use this feature. I have a monitor that "spins" so I'm disregarding Soluto's advice. The Intel utility adds a tiny fraction of a second to my boot time, a much smaller delay than Soluto causes.
