Yes. The Obama administration asked for advice from a panel of engineering experts and got advised NOT to put on a blanket moratorium. If the moratorium had been aimed at certain riskier well designs or something like that it would be different.

BTW the rate for blowouts in shallow water is actually higher than in deepwater. I posted a study on the Boomboom room thread this morning showing that.

And did a ROV have trouble getting the BOP operationable or putting a cap on? Oh wait.....they didn't need a ROV, did they? Why is that?


Regardless of what equipment was used, the worst and longest running blowouts we've had previous to this have been in shallow water. Ixtoc in 160' and Montara in 250', for example.
