Your link does not say anything about Obama refusing foreign assistance. Your concern is the 20 billion which could be used to cap the well. My issue is that if they have that 20 billion, then why did they cut corners and compromise on safety. They could have used that 20 billion towards that.

An ounce of prevention is better than a ton of cure.
