My issue is that if they have that 20 billion, then why did they cut corners and compromise on safety. They could have used that 20 billion towards that.

They have yet to prove that they did. As far as we know they did not cut any corners. Similar to the larger Mexico leak. On that one the blow out occurred when they were moving additional casing through the blow out preventor, the BOP could not cut through both the old and new casing. It may be the same here, not short cuts, but an before unknown occurrence that caused this. However the investigation is still underway and I would not be surprised that they took short cuts. After all they paid Obama $80,000 so he would look the other way.
