There are some as close as four miles offshore. In water from 500 to 1000' deep. Interesting. I have driven the 101 lots of times between LA and Santa Barbara and never have seen a rig. BTW the major tourist spot in that part of the coastline is Santa Barbara and you will note that there are no rigs close to shore along its portion.
