Conscience may be a relative measure when applying the term with an external context of meaning. Like when a subjective opinion is garnered. You have this when a public question is raised, "What would be the conscientious way to act under xyz circumstance." Various principles are weighed according to circumstance and perspective, where the conclusion is rarely resolutely agreed upon from the differing perspectives.

Personal action according to individual conscience is quite another matter all together. A requirement of conscience is the capacity to see ourselves from the point of view of another person. Persons unable to do this (those suffering from psychopathy, sociopathy, narcissism) therefore often act in ways which are bad. Of course, if there is no concept of relationship with the other, 'conscience' becomes an inapplicable term.
