I don't believe Congress is cutting unemployment benefits. They are. The Rs are refusing to extend those benefits. I think you made his point. It's like saying Obama is withdrawing from the war on Al Qaeda because he hasn't invaded Somalia and Yemen. I see....instead of focusing on the problem, the issue gets embroiled and defused because I didn't articulate it properly.
