John; Right now I'm worried that the Senate's reluctance to pass a bill that would help state budgets leads to further economic contraction at the state level Do you want to loan States money or give them money? If you give States like California money they won't have an incentive to fix built in problems. If you loan them money that just makes tomorrow more bleak. States just have to weed out the inefficiencies just like everyone else don't you think?
