SEC can track anything. that's what they are paid to do.

It takes a warrant to look at individual broker accounts. They can look at the floor trading, but I am not sure that includes who purchased each share traded. I am pretty sure that when you put an order in, that gets compiled with other similar orders and the only thing that gets tracked is which brokerage house that block came from.
