Capacity utilization very low and I'd also add the obvious that UNEMPLOYMENT (official and otherwise) is way high.

Well... they can't very easily lower interest rates BELOW zero. But, as the last article talked about, they can sure fire up 'Quantitative Easing' --- they can BUY BONDS!
