(Except that the Export-Import Bank *doesn't make* any domestic loans --- it's reason for being is to STIMULATE US EXPORTS, large ticket sales of American goods to foreigners. Sales so large that they might not otherwise proceed. PetroBras will be buying Billions in AMERICAN OIL DRILLING EQUIPMENT AND SERVICES with the loan proceeds....)
