"b) The part about not enough deficit spending (despite deficits already exceeding 10% of GDP) supposedly allowing it to happen?" More than supposedly. "Maybe you're of the opinion that wasteful spending is still "stimulus."" Define "wasteful". Explain why what you term as "wasteful" can't be a stimulus.
