It's a complicated problem...no simple conversation, no simple solutions. Unfortunately, if we (as a nation/society) do not reward the best and brightest in any give field (regardless of race, religion, color etc) we are doomed to mediocrity (at best). I suppose one could argue that statement is discrimination against stupidity... on it goes...
