Carter was not trying to accomplish anything except the destruction of the military. Carter vetoed a few bills that upset Tip.

Reagan vetoed more per term than Carter did. Reagan was out to destroy the Soviet Union. He ultimately accomplished his goal, though it occurred during President Bush 41's term.
