Hmmmm? Depends on your definition of stimulus I guess. Don't you think that virtually all the "stimulus" money going to States ends up in safety net stuff?

Stimulus to me is building something. Getting something for the people in return for the burden of higher taxes. That has a real stimulative effect because you not only are giving people jobs, but you also have a cascading effect in materials and services to support the road building or whatever the project.

You can do this without making government huge. The only role of the government needs to be one of overseer. But if you just give States money to maintain their existing programs - programs that need in many cases to be cut back - you end up prolonging the pain of correcting for the bubble.
