All cards/fouls result in stoppages anyhow. By the time the offender stops arguing to the time the afflicted team sets up their play and kicks the ball is plenty of time for a review to occur. Even if the ball is put in play, a reversed call would result very shortly thereafter with the official blowing his whistle for a change of possession.

As a side note, I don't get the argument about how soccer is so continuous. In the Dutch win, there were 45 combined fouls, corner kicks, and cards. Add to that out of bounds plays and that's probably a stoppage every 90 seconds-- more than hockey or basketball.
