there is like 4 ways to get a Cert of Birth in hawaii at that time. You could just go to the hospital and say a kid was born and sign a piece of paper, a grand parent could do that. That's what people did there when they had a baby at home.

pretty easy, his grandma knew it was better to be a US citizen so when she found out he was born in Kenya she just visited the hosp. and got a cert of birth
