That won't work for a number of reasons. For one, employers are reluctant to hire anyone they think is over-qualified. And for most of the jobs illegals hold, well, that is just about everyone who isn't a teenager or didn't finish high school. Granted, that would be a huge boon for them. But it doesn't solve the problem.
