The rule is clear and not arbitrary.

The training of the enforcement is less clear and the
execution of law maybe problematic, as with ALL lawenforcement.

It can be just a 'transit police' and you better behave when
they are on your heel.

Are we going to protest all the 'transit police' for fear of
harrasment.

Somehow, it is in the gene of 'law enforement' / 'authroity
figure'.
