Metacomet, since your brother in law was born here I am quite sure his english is excellent so a brief conversation with law enforcement should remove any doubts. In addition , he should carry a military ID - law enforcement respects servicemen. Finally, if he served in the military during a war - Iraqi Freedom, Desert Storm, Viet Nam etc. - tell him to get Veteran license plates - law enforcement is very likely to cut him a break. My cousin's husband was stopped for speeding by a state trooper and he noticed his VFW hat ( he served in Nam) . The trooper asked him about the hat and he told the trooper he served in Nam . The trooper replied " I go easy on veterans " and let him off with a verbal warning.
