It's not a standard. It's a question that nobody can answer. Do you let Osama get away with an attack on Americans in New York City and Washington, D.C. You can bet your booties the terrorists, not just Al Qaida, will consider it a miraculous victory over The Great Satan. It is not the first time America has had to answer this question. When Blackjack Pershing went into Mexico chasing Pancho Villa, after Pancho attacked Columbus, New Mexico, he never caught him. American troops could have stayed there forever, but Woodrow Wilson finally pulled them out. The newspapers never let him forget it and I still don't know if he was right or wrong.
