1) replaced the valve with one with a shut off


From what I heard from radio interviews the fear is the pipe is cracked below the surface, if you attempt to plug the hole the pressure will blow the pipe out of the hole at some depth and then there will be no way to stop the leak. If relief wells relieve the pressure then a plug can be inserted.

2) done it sooner
