They urged Congress and others to find ways to immediately scale back carbon-dioxide emissions, but warned even if that happens soon, It won't happen soon, if at all. A political impossibility. Jobs and the economy will trump oyster larvae every time. And "to immediately scale back carbon-dioxide emissions" cannot be accomplished without producing catastrophic economic consequences. Simply won't happen..
