I'm really sorry about the cat. Lynne and I were talking the other day about how many cat owners seem to allow them free range. Technically, leash laws should apply to cats as well as dogs. My neighbor's cats are always coming over and crapping in my yard. I've been tempted to get a Hav-a-Heart trap and trapping them then leave them on the corner with a sign saying "is this your cat? Please restrain it." If the owner of the cat your wife hit had kept it on his or her own property, this wouldn't have happened.
