Ah, you were talking about "excesses" not "inefficiencies."

I think the two words are interchangeable on how I described them. But I don't want to get hung up on meanings. Are some aspects of government too small - in some cases sure. Sometimes they are just right and sometimes they are too big - but no where have I suggested they be "dismantled". That is your word and has nothing to do with what I am throwing out here. Weeding out inefficiencies means just that - it may or may not have anything to do with size and it sure has nothing to do with dismantling. Unless of course it is a meaningless government program. But that's a whole different issue.
