Your "figure 1" doesn't address the issue at hand.

You claimed that wealth was being transferred to the wealthy by government policies, when the reality is the action of government is to take from the wealthy.

Your chart shows that the rich are getting richer (and faster than other income groups are getting richer), but that is not the same thing as transferring wealth to the rich. They are creating more wealth, which in turn is getting transferred from them. At the same time other income groups also became wealthier, they didn't get their wealth taken away / transferred from them.
