Now why do you think the evil lobbyists put this stuff in the bill they drew up behind closed doors and bribed Obama and other Senators to vote for?

Throwing a bone to the left while the meat was an incremental $8.7 Billion subsidy to the Nuke, Oil and Gas, and Coal industries... on top of the subsidies they already had.

The difference between the Rep congress and the Dem congress is it's cheaper to buy the Dems.
