Moody's Downgrades Arizona Rating On Liquidity Worries

Moody's Investors Service downgraded Arizona on worries about the state's tightening liquidity.
The rating agency pointed out that Arizona, one of the states hardest-hit by the housing bust, has had sizable budget deficits, depleted reserves and relied on nonrecurring budget solutions in recent years.
In addition, its financial flexibility has been reduced by federal government mandates on Medicaid funding, voter-initiated spending requirements and the necessity of two-thirds of the state legislature or a majority of the popular vote approving measures to increase revenue.
Arizona's budget woes stem from revenue falling more than in most other states. Moody's expects Arizona's economy to rebound more slowly than the rest of the country's because of its severe housing market downturn.
The state's issuer rating was cut one notch to Aa3, three steps below its top rating of Aaa. The outlook is stable; it had been negative since September.
