You are referring to the Reagan-era increases?

I was there for those debates and I don't believe anyone (who knew what they were talking about - Reagan himself included) EVER claimed that those hikes and age-raises would "solve Social Security's problems for all time".

I recall the administration arguing though that it would 'solve the S.S. fiscal problems for a generation or more' --- which it did, pretty much right on the mark.
