Some people pushing the increases did indeed claim that they would fix social security. They didn't necessarily use the phrase "all time", after all new problems can always arise, and the one change can't be expected to preclude such potential problems, but the thought was that absent any brand new problems, the tax increase would be enough to handle the demographic problem that had started to occur and that people knew would get worse over time.
