A reasonable guess is that Win7 doesn't appear to be cutting it for tablets. With 2GHz seeming likely for ARM this year, along with dual core A9s, competing against ARM with the same OS doesn't give any advantages to x86. Maybe if businesses want tablets and demand Win7 things might change.
