Yes, they could have. Instead, they saw opportunity in markets that cowardly white people have abandoned and are underserved even by the locals. Sure, they might risk high crime, violence, and the occasional riot or two.
You are not a courageous man for advocating (oh I'm sorry, "understanding") said crime, violence, and riots, then basically telling the store owners there that they could have opened up shop anywhere else.
