I don't really see that problem. The healthcare IT business here is extremely competitive at this time with a lot of smart people. Hospital's in-house IT people tend to be unimpressive, however.

I think one problem is that the software development end of it is boring. That is, it isn't a real challenge for really smart software engineers. Hard to keep really smart people in those jobs. It reminds me of the some of the COBOL programming houses that were around back in the 70s. Move along, nothing new to see here.
