That guy was smart. Policy versus process. We liberals in alaska during our short reign focused on process and let policy emanate from it. Permanent fund was buried in a 3/4 vote in the consitution to touch any of the principle. Impossible task. Process. 40+ billion grew from that. Womens commission. Obama concentrated on policy and manipulated the process to get it done. Same objective, different means.
