That does not make sense. I know many people who have never been hospitalized, haven't seen their doctor for more than 5 years and really don't care about health care. The last doctor, that they used, may have retired, moved, killed in a road accident or turned unfriendly. I also know many people who have never visited a doctor where they live. If they run into a serious health care problem, they wouldn't have a chance to have a doctor that they like and respect, simply because they don't know any doctor good enough to be able to know, whether he/she deserves respect or not.

And once you get ill, you stop being a rational consumer, then it's too late.
