I spend a bit of time in Finland. Cellular phone costs less than land-line, so everyone's on cellular. This was a gov't decision in order to advance the countries comms, and it's been a phenomenal boon for the country. They are now setting up to convert all telephone to VoIP, including cellular. Less than 5 million people, but they're a class act.
