but its partly because they take costs for Samsung at the COGS line after their license renewal. i don't fully understand why we're not seeing more operational leverage here.

What costs? Are they sharing royalties with Samsung? They did that with Motorola though it was taken as contra revenue.

The OFDM R&D costs would have to have gone through the roof to account for these kinds of numbers.
