The fundamental reason for such a failure (by Belgium, France,...) in repelling Nazi Germany is that WWII was basically a European attempt to wreck the US's rising power --it was Europe declaring war against the US!! And it failed miserably because European elites were disunited. The French, for instance, were of the same opinion as the Germans: both resented the American challenger... however, the French were equally hostile to a "German Europe"! Germanophobia trumped Anglophobia...
Besides, as the article below shows, Nazi Germany's vision was merely a replica of the US: Hitler wanted to displace Eastern Europe's untermensch the same way you, gringos, displaced and genocided the red skins! And remember that Nazi eugenicists and racial hygienists did their best to emulate their American masters (Davenport and co).
