No its completely true.

But it isn't saying tax cuts "pay for themselves". It isn't saying that they don't often result in lower government income than otherwise would have been the case.

It is saying that lower government income isn't a cost. The cost is the spending. Higher government income isn't reducing costs, its just how the costs are paid for by the government. Lower taxes reduce costs to taxpayers, and they reduce income (in many cases but not all), not costs, for government. They aren't a cost to anyone.
