RTGV filed a 10-Q that showed that they are starting to dilute. Not masively, but dilution all the same. Linda received 1,000,000 shares which she has registered to sell. Others have been paid in large share blocks to promote the stock and build their website/PR. All in all, their story has not been compelling enough to bring in buyers to hold up the price.

INBG is definitely a lottery ticket, but at its subpenny price and the potential move it could make if the merger is finalized, it seems like it's worth holding to see what happens.
