Very solid data would indicate the true rate of unemployment is probably between 15-20%.

But if you use those numbers, then what was the "true" unemployment rate back in 2005 when all was rosy. The 9-10% is at least in the context of prior rates being 5%. If the "true" rate was close to 5% before, than there is indeed a significant difference between the two methods. If the prior rate was 15% and now its 20%, not much is different.
