The best and fairest solution is to index everybody's payments for inflation and return the money. For those on SS, admit and apologize for the Ponzi scheme and those that have been paid more than they paid in get their benefits cut off and that's it, they can apply for welfare. For those that have received benefits, deduct their received benefits from whatever check they might have gotten as refund. For everybody else, return all the money paid in and give an inflation adjusted check. Problem solved. Next problem.
