"He's saying that actions are the sum of experience and genetics, and you have no control over either so no moral responsibility for your actions, regardless of outcome."

The disagreement is easy. Choice and intention are not determined solely be predisposing experience and genetics. Actions are impacted by "predisposing experience and genetics," and by circumstantial influences which are present and outside the control of the 'actor', but conscious consideration regarding intended actions according to moral principle is not pre-programmed. You have free will and you are responsible for your choices. There may be other's responsible and contributing to a particular action, even one you are performing but you are responsible for your conscious choices.
