It appears from the latest news that the U.S. government is now accepting offers of help from 12 countries and international agencies.

"It appears now", not "its already been happening since the assistance was accepted months ago.

I think instead of waiving the Jones act they should just repeal it. It mainly serves as a protectionist measure for US shippers and ship builders. The only real justification for it would seem to be the idea of having merchant vessels under US flag that we can use in times of war if needed, but there are other ways to deal with that issue.
