Firstly, (applying *only* to coastal waters out to three miles), foreign vessels remain as per usual available in the bulk of the Gulf's waters

But not in closer to the shorelines, and more importantly not staged out of US ports even if used exclusively for activity in the waters beyond 3 miles.
